Shashi was born in London, England to Malayali parents Chandran Tharoor and Sulekha Menon, who were originally from Palakkad, Kerala. Sunanda Pushkar was discovered dead in a New Delhi hotel room in January 2014, shortly after accusing him of having an affair. Although a heroin overdose was confirmed to be the cause of death, an examination revealed other injuries on her body. Tharoor was charged in 2018 with marital cruelty and abetting Pushkar’s suicide after a lengthy police probe. In 2021, the charges were dropped.

In 1978, Shashi began his UN career as a staff member of the UNHCR  (UN High Commissioner for Refugees) in Geneva. He departed UNHCR after a stay at its headquarters in Geneva when he became the first chairman of the staff voted by UNHCR personnel globally. In 1996, Shashi was named Director of Communications and Special Projects and Executive Assistant.

The Indian government nominated Tharoor for the office of UN Secretary-General in 2006. He resigned as Under-Secretary-General on February 9, 2007, and departed the UN on April 1, 2007.

Shashi has served on the boards of the Fletcher School of Law and Diplomacy, the American India Foundation, the Aspen Institute, the World Policy Journal, the Indo-American Arts Council, the Virtue Foundation, and the human rights organisation Breakthrough. He developed and served as the inaugural chair of the editorial board of The Fletcher Forum of World Affairs, a publication studying topics in international relations, at the Fletcher School of Law and Diplomacy in 1976.

From 2008 until 2011, Shashi worked as an international adviser for the International Committee of the Red Cross in Geneva. During 1995-96, Shashi was elected Fellow of the New York Institute for the Humanities and sat on the advisory council of the Hague Institute for International Justice.
