Shah Faesal Biography

Shah Faisal IAS was born on May 17, 1983, in the village of Sheikh Nar in the Lolab Valley of Kupwara, Jammu and Kashmir, India. His age as of 2022 is 39. His father’s name is Ghulam Rasool Shah and his mother was Mubeena Shah.

Shah Faesal father’s name was Ghulam Rasool Shah and his mother was Mubeena Shah were both Government School teachers. When IAS Shah Faisal was 19, his father was killed by unidentified militants in 2002 because he refused to provide them with refuge. Following this incident, his family relocated to Srinagar, Jammu and Kashmir. He has a younger brother, Shah Nawaz who is a doctor by profession and a younger sister, Talat Shah who is a library assistant by profession.

Shah Faesal Qualification

Shah Faesal attended Soham High School in Kupwara, which is an Urdu Medium school. In 2008, he graduated from Jhelum Valley Medical College. He was a gold medalist at the Sher-i-Kashmir Institute of Medical Sciences (SKIMS) in Srinagar before taking the Civil Service examination. He completed his MBBS when he was 26 years old. In addition, he has a master’s degree in Urdu. Shah Faesal also received the Fulbright-Nehru Masters’ Fellowship in May 2018 to study at the Harvard Kennedy School. He selected urdu as his optional subject.

Shah Faesal Controversy

During Shah Faesal’s tenure as director of school education, he faced a months-long school shut down during the 2016 Kashmir unrest, prompting him to jokingly remark on Facebook that he needed a job, which people misinterpreted as a reference to India. On January 9, 2019, Shah Faesal IAS officer resigned from the Indian Administrative Service in a Facebook post to protest the ongoing atrocities in Kashmir.

After failing to get acceptance into many political organisations, he formed his own Jammu and Kashmir People’s Movement on March 17, 2019, in Srinagar. The officer was arrested under the severe Public Safety Act, and following his release, he renounced politics and announced his wish to rejoin the IAS. The Department of Personnel and Training issued an order to transfer him to the Union Culture Ministry in September 2022.

Shah Faesal Posting

Shah Faesal received his education at the Lal Bahadur Shastri National Academy of Administration (LBSNAA). At first, he was posted at the Jammu and Kashmir cadre. He was appointed as Deputy Commissioner in the Kashmir Valley’s Bandipora District.

On August 13, 2022, the government issued orders to reinstate Shah Faesal, who resigned earlier and assigned him to the Union Ministry of Tourism as Deputy Secretary.

Summary:

Shah Faesal is the first Kashmiri Muslim to have topped the Indian Civil Services Exam. He was so certain of his success that he chose to prepare for the UPSC in Srinagar rather than Delhi and merely trained for one month without the assistance of a coaching centre.

Shah Faesal resigned from the IAS to protest the continued atrocities in Kashmir. Later, he expressed a desire to return to the IAS. On August 13, 2022, the government issued orders to reinstate Shah Faesal and transfer him to the Union Ministry of Tourism as Deputy Secretary.
