For two years, he was Under Secretary and Deputy Secretary in the Finance Department of the Bihar Government, after which he served as Deputy Secretary to the Government of India in the Ministry of Commerce.
From 1971 to 1973, he worked as the Indian Embassy’s First Secretary (Commercial) in Bonn, West Germany. From 1973 to 1974, he served as India’s Consul General in Frankfurt. He gained experience in foreign trade and India’s relations with the European Economic Community after working in this area for over seven years. Sinha became acquainted with the political ideas of Indian socialist leader Jaya Prakash Narayan during his years as a bureaucrat.
